PUBLIC COMMENTS
RULES OF PROCEDURES
-
At each
regular Council meeting the Council provides reserved time for
audience participation.
-
The
audience participation shall adhere to the following rules of
procedure.
-
The
public comment portion of the agenda is designed to allow
the Council to receive comments through audience
participation.
-
All
persons wishing to comment shall be given an opportunity.
-
All
persons wishing to comment shall be first recognized by the
President. This person shall, state their name and address,
and make comments directly to the President. Only the
President will be addressing the public.

Any
person who addresses the Council shall be limited to 3-5
(depending on number of public present) minutes in length
per individual presentation. The Clerk will maintain the
official time and notify the President and/or speaker when
their time is up.

No
person shall have the right to speak more than once on any
particular subject until all other persons wishing to be
heard have had the opportunity to speak.

If at
any time during public comments, the President feels no
other relevant comments are being stated or the public is
out of order the President may close the public hearing. The
President may also at his or her discretion, terminate
unreasonably repetitive, irrelevant, or lengthy comments
which are nonproductive to the purpose at hand.

THIS
PORTION DOES NOT NEED TO BE READ: The President shall officially
open the hearing to receive audience participation. If the
President desires to answer questions, or direct someone to
answer a question, this may be done ONLY at the discretion of
the President.
